PRELIMINARY REPORT BY THE COMMISSION ANALYZING THE ECONOMIC AND SOCIAL WELFARE AMONG CONSCRIPTS


On December 12th in February 2004, the Ministry of Defence appointed a cross-administrative commission with the objective of preparing an improvement of the economic and social welfare among conscripts. The workgroup consisted of representatives from the Ministry of Defence, Ministry of Social Affairs and Health, Ministry of Labour, the Defence Staff, The Social Insurance Institution (KELA), the Finnish Conscripts' Union (Varusmiesliitto r.y.). The Special Adviser to the Minister of Defence has also participated in the work of the group.

The commission has convened for five meetings. During its first working phase, the commission has analysed the future prospects of mandatory military service when considering the upcoming account of Finland's security- and defence-policies (Autumn 2004). In addition, the commission has inquired into the principles and values guiding the welfare of conscripts as well as the guiding principles concerning the economic and social benefits among conscripts and reservists. Following its mandate, the commission presents a preliminary report on these issues to the Ministry of Defence.

During its next working phase, the commission will put into analysis the chances of developing the economic and social benefits among conscripts over the coming years.
