What?

The Hornets will be phased out by 2030. The HX Program was set up to replace the current fleet with new fighters.

Fighters play a key role in Finland's defence capability, and to extend the service life of the Hornet fleet would not be a sufficient solution.

The HX Program will take about 10 to 15 years to complete. The final decision on fighters will be made in 2021.

  1. HX fighter project entered in the Government Programme

    29 May 2015

    According to Prime Minister Sipilä’s Government Programme issued in 2015, “the Government will launch a project to replace the capability of the Hornet aircraft”.

  2. Preliminary assessment for replacing the capability of the Hornet aircraft

    11 June 2015

    The working group which was set up to assess the replacement of the Hornets proposes the procurement of multi-role fighters.

  3. The Defence Forces got a mandate to start the HX Fighter Program

    20 October 2015

    The Defence Forces got a mandate from Defence Minister Jussi Niinistö to start the HX Fighter Program, with the aim to replace the operational capability of the Hornet fleet which will be phased out as of 2025.

  4. The Finnish Defence Forces' Logistics Command sent Requests for Information to four governments regarding the replacement of the Hornets

    22 April 2016

    The Finnish Defence Forces' Logistics Command sent Requests for Information (RFI) regarding the replacement of Hornet aircraft to the governments of Great Britain, France, Sweden and the United States.

  5. The Defence Policy Report backs up the HX Fighter Program

    16 February 2017

    Submitted in spring 2017 and approved by Parliament in summer 2017, the Defence Policy Report provides clear and unequivocal guidelines for the implementation of the HX Fighter Program.

  6. Requests for information on weapons and equipment for the HX Fighter Program were sent

    3 October 2017

    The Finnish Defence Forces' Logistics Command sent a Request for Information (RfI) on weapons and other equipment regarding the HX Fighter Program to the governments of seven countries to be forwarded to their respective industries.

  7. Request for Quotation was sent

    April 2018

    On 27 April 2018, a Request for Quotation was sent to the governments of Great Britain, France, Sweden and the United States to be forwarded to the five companies who responded to the requests for information.

  8. Negotiations and evaluations of aircraft

    2019-2021

    The responses to the call for tender will start an extensive and comprehensive negotiation and evaluation process.

  9. New government is expected to express its opinion on the HX Fighter Program

    2019

    The new government taking office in 2019 is expected to express its opinion on the HX Program. Possible steering from the new government will be taken into account in the negotiations regarding calls for tender.

  10. Procurement decision to be made in 2021

    2021

    According to the Ministry of Defence’s plan, the final decision on fighter procurement will be made by the government taking office in 2019. The parliament will decide on the funding under its budgetary authority.

  11. The HX aircraft to be taken into use as of 2025

    2025-2030

    Deliveries of the HX aircraft will start in 2025 and the last ones will be delivered by about 2030 when the last Hornets are to be phased out.
