Working group to develop call-up system has started its work
The Ministry of Defence has appointed a working group tasked with further investigating and planning the extension of call-ups to the entire age group. The working group will examine, first, how developing call-ups will influence the responsibilities and work of the authorities involved in the call-up process and, second, assess the resourcing and implementation schedule. Any needs for legislative amendments should also be identified.
The working group is chaired by Sami Nurmi, Director of the National Defence Unit at the Ministry of Defence. In addition, experts from the Ministry of Defence, the Defence Command, the Ministry of Social Affairs and Health, the National Institute for Health and Welfare, the Ministry of Education and Culture, the Finnish National Agency for Education, the Ministry of Economic Affairs and Employment and the National Defence Training Association will contribute to the working group’s work.
- There is wide support for call-ups concerning the entire age group, both women and men. The work of our working group will provide grounds for political decision-making to develop conscription in line with the guidelines that the parliamentary committee has set. I am delighted that experts from different administrative branches are contributing to this important but also challenging work, says chair of the working group Sami Nurmi.
The work is a follow-up to the report of the Parliamentary Committee, completed in October 2021, on developing general conscription and meeting national defence obligations. The framework conditions for the report by the Conscription Committee were that the development must produce operational added value for military national defence and support the strengthening of the will to defend the country and the equality of citizens.
In its report, the Committee described the objectives that provide grounds for developing compulsory military service and decision-making. One of the desired objectives proposed by the Committee was to extend the call-up system to the entire age group.
The term of the working group runs from 1 September 2022 to 30 September 2023. The working group may invite experts to be consulted separately and obtain necessary reports.
