Team of experts recommends: Senate Properties should no longer have ownership of Defence Forces property
Commissioned by the Ministry of Defence, an external team prepared a preliminary report on a management model for the defence administration’s properties. The report was submitted to Permanent Secretary Jukka Juusti on Friday 8 March 2019. According to the report, the management model for the defence administration’s properties should be changed so that ownership be transferred from Senate Properties to a public utility under the Ministry of Defence.
The parliamentary Defence Committee had obliged the Ministry of Defence to examine the possibility of transferring the management of the defence administration’s properties to a new utility, which would comprise a part of the existing Senate Properties and the entire Construction Establishment of Defence Administration. Based on this, the Ministry of Defence commissioned a preliminary report from an external team of experts.
The report states that the existing property management model does not function well. The security situation has become less stable and the defence administration’s property system should support better the activities and work of the Defence Forces. In the current system, costs are rapidly increasing and it is therefore difficult to anticipate future cost increases.
Further preparation of the matter will be continued by Ministry officials.
