The Defence Forces Research Programme 2021 develops common understanding, competence and readiness

The Minister of Defence Antti Kaikkonen has authorised the Finnish Defence Forces to sign contracts regarding the Defence Forces Research Programme (PVTO2021).

The entire package contains three ‘umbrella projects’ which are further divided into research projects. The Programme will be procured one project at a time using the Design to Cost principle. The Defence Forces will carry out feasibility studies supporting the Research Programme in 2021 and possible additional studies in 2022–2024. The total value of the contracts for 2021, without value added tax, is EUR 6 million. The overall value of the procurement contract with options, without value added tax, is EUR 24 million. The employment impact is estimated to be 25 person-years in 2021.

The Research Programme is used to develop common understanding, competence and readiness among the Defence Forces, Finland’s scientific community and industry. The aim is to create new concepts and prove that they are well-functioning. The PVTO2021 is a comprehensive project; while it takes into account the general guidelines, technology and the human being it supports the implementation of the Defence Forces’ research agenda.

Domestic scientific communities and industry representatives have been selected to carry out the projects. The following organisations will carry the main responsibility for implementing the projects: Patria Aviation Oy, Insta Defsec Oy, Digita Oy, VTT Technical Research Centre of Finland, TietoEVRY Oyj and Aalto University.
